Starting July 1, 2025, Vietnam’s Banking Sandbox Framework officially goes into effect. For the first time, fintech companies can legally test specific financial services under the supervision of the State Bank of Vietnam — without needing a full license upfront.

The sandbox covers only three areas for now:

– All sandbox testing must happen inside Vietnam.
